Buliisa, Uganda — The Bunyoro Sub- Region PLU–NRM Tuko Pamoja Regional Coordinator, Israel Maniraguha, yesterday convened a high-level mobilisation meeting at Adonia Hotel, Buliisa, bringing together district leaders, subcounty coordinators, and Tuko Pamoja mobilisers from across the district.

The meeting was attended by several key district leaders, including Buliisa District Chairperson Mr. Fred Lukumu, District Speaker Mr. Fred Baligambaki, and members of the PLU District Executive Committee. Also present were coordinators and mobilisers representing all 6 sub counties and 4 town councils, in a gathering organised by PLU Tuko Pamoja coordinators Ikiriza Zephania and Businge Abib.

During the engagement, Maniraguha emphasized the need for transparency, honest, respect, integrity and hard work as core values guiding the mobilisation process in support of President Yoweri Kaguta Museveni and all NRM flagbearers. He noted that Buliisa District boasts 6,812 registered members under the PLU village structures spread across 131 villages, forming a strong foundation for an effective grassroots campaign.

Maniraguha unveiled a streamlined mobilisation strategy aimed at boosting voter support and strengthening village-level engagement. Under this approach, each village will host a 52-member PLU taskforce, composed of committed and capable mobilisers selected from outside the formal NRM village structures. Their mandate is to move within their own communities, persuading fellow residents to support the President and party candidates.

The 52-member village teams will be supervised by two parish coordinators, who are in turn overseen by an eight-member subcounty coordination team. At the constituency level, two constituency coordinators provide additional oversight, all reporting to an eight-member district executive, which is further guided by a regional leadership team.

“This structure ensures that Ekibalo—the President’s message of door-to-door mobilisation—is implemented practically and effectively,” Maniraguha noted. “We need numbers to win, and our village-based approach guarantees direct engagement with every household.”

District Chairperson Lukumu and Speaker Baligambaki commended the initiative, urging coordinators to remain disciplined and focused as the district intensifies its mobilisation drive.

The meeting concluded with a renewed commitment from all coordinators and mobilisers to operationalise the strategy immediately and fully utilise the district’s extensive village structures for maximum impact.
