The Uganda Police Force has unveiled nine new electoral policing zones as part of efforts to boost security and safeguard peace during both the upcoming primary and general elections.
The announcement was made on Wednesday, July 16, 2025, by Assistant Commissioner of Police (ACP) Rusoke Kituuma, while addressing journalists in Kampala.
ACP Kituuma revealed that the Inspector General of Police (IGP), Abas Byakagaba, has already appointed zonal commanders who will immediately take charge of the newly created regions. The commanders are:
-
AIGP Kafero Moses Kabugo – Busoga Zone (based in Jinja)
-
AIGP Tanui Stephen – Northern Zone (Gulu)
-
CP Lawot Patrick – Zone not specified
-
CP Nkore Paul – Kyoga Zone (Soroti)
-
CP Maate Godfrey Bolingo – Central Zone (Masaka)
-
CP Muluya Moses – Albertine Zone (Hoima)
-
CP Ecega Richard – Kampala Metropolitan Zone (Kampala)
-
CP Kulaigye Hillary – South-West Zone (Mbarara)
-
CP Namuwoza Dennis – Rwenzori Zone (Fort Portal)
According to ACP Kituuma, the officers bring vast experience and leadership that will be instrumental in maintaining law and order during what is often a tense electoral season.
He explained that the zonal arrangement is aimed at improving coordination across regions, strengthening community engagement, and ensuring rapid response in areas that could become hotspots for unrest.
“The creation of dedicated electoral zones reflects the Police Force’s commitment to supporting fair and peaceful democratic processes,” ACP Kituuma told reporters.
The move comes as Uganda heads into a heated election period, with the police assuring the public that every measure is being taken to protect lives, property, and the integrity of the electoral process
