The Deputy Resident District Commissioner of Buliisa District, Sylvester Tumukurate, has warned non-performing contractors to improve their work or face disciplinary action.
Tumukurate made the remarks during the handover of water infrastructure facilities at Avogera Health Centre III and Kigwera Health Centre III in Ngwedo Sub-county. The project was supported by TotalEnergies EP Uganda.
He said the district will begin counseling contractors who fail to meet required standards, while those involved in theft of government property will be punished according to the law.
Tumukurate cited cases where items such as road signs and hospital equipment have been stolen, affecting service delivery. He also urged the community to protect the newly installed water facilities to improve hygiene and health services.

Meanwhile, the Senior Clinical Officer in charge of Avogera Health Centre III, David Lukumu, called on community members to use the water responsibly and take ownership of the project to ensure its sustainability.
He encouraged residents and patients to maintain proper sanitation and use clean containers such as jerry-cans to promote better health.

At the same event, the Social Performance and Biodiversity Director at Total Energies EP Uganda, Joy Mubaale, reaffirmed the company’s commitment to community development, noting that access to clean water is essential for daily living.

A Village Health Team representative, Lewonia Okelitho, welcomed the initiative, saying it has eased the burden on women by improving access to water at health facilities.
