Buliisa District — The incumbent NRM LCIII Chairperson-elect for Biiso Town Council, Mr. Peter Oketch, has pledged to prioritize the opening of new streets and the improvement of service delivery across all sectors as part of his new leadership agenda.
Speaking to the media on Tuesday afternoon, Oketch said the expansion of the town’s road network will be a key driver of economic growth and urban development. He explained that opening up new streets will allow residents to fully utilize their land, attract investment, and encourage the construction of commercial and residential buildings.
“When we open more streets, we unlock development. People will be able to access their land easily, put up commercial structures, and improve their livelihoods,” Oketch said.

The Chairperson-elect also highlighted understaffing as a major challenge affecting service delivery in Biiso Town Council, particularly in the health and education sectors. He noted that health facilities and schools are operating with limited personnel, which has negatively impacted the quality of services offered to the community.
Oketch pledged to work closely with district authorities and relevant government agencies to advocate for increased staffing levels, saying this will improve efficiency and ensure residents receive timely and quality services.

On water supply, Oketch acknowledged ongoing efforts to address water shortages in the town council. He revealed that World Vision has already constructed a production well aimed at improving access to clean and safe water in water-stressed areas.
The project is expected to benefit several communities, including Kahemura Ward, Kahona, Kigungu Ward, and surrounding areas that have long struggled with inadequate water supply.
