Buliisa, Uganda — Residents of Busingiro Village were filled with renewed hope as Hon. Allan Atugonza, the incumbent Member of Parliament for Buliisa County, announced a major new healthcare commitment during his ongoing 2026–2031 campaign trail.
Speaking to a large gathering of villagers, including expectant mothers and local leaders, Hon. Atugonza pledged to purchase a modern CT scan for Buliisa District within the first 100 days of his new term. The pledge came after residents raised concerns over the high costs of CT scan services in private facilities, which many pregnant women and low-income families cannot afford.
“No mother should be turned away or subjected to suffering because she cannot pay for a medical test,” Hon. Atugonza stated.
“This CT scan will be installed within the first 100 days of my next term. Better healthcare is not a privilege—it is a right.”
The announcement was met with applause and visible relief from the community. For many residents, the pledge represents hope for safer maternal care, quicker diagnosis of critical conditions, and improved health services across the district.
A Track Record of Delivered Promises
Hon. Atugonza’s new commitment builds on a history of fulfilling promises. During his 2021 campaign, he vowed to provide a modern ambulance within 90 days of taking office. True to his word, the ambulance was delivered and has since been instrumental in saving lives and facilitating emergency medical transport.
Village elder Mzee Richard Kabagambe praised the MP’s consistency:
“We saw him bring the ambulance just like he promised. If he says he will give us a CT scan, we believe he will do it.”
Community Concerns Voiced
During the Busingiro meeting, residents also highlighted challenges including:

Long distances traveled by mothers to seek safe delivery services

High treatment costs in private clinics

Limited access to specialized diagnostic equipment
Mothers shared emotional stories of walking long distances or paying large sums of money for tests in private facilities, putting families under great financial strain.
“Sometimes we choose between buying food and paying for a medical test,” said Sarah Auma, a pregnant mother from Busingiro.
“If the CT scan comes here, it will save many lives.”
Hon. Atugonza assured the community that these concerns remain central to his development plan for the next term.
“Your voices guide my mission. We will continue improving health services, education access, and infrastructure until every family in Buliisa feels the impact.”
A Vision for a Healthier Buliisa
The pledge for a modern CT scan marks a significant step in the MP’s vision to strengthen healthcare and reduce preventable deaths across the district.
As the campaign period continues, residents expressed optimism that the leader who fulfilled his promise before can once again bring lasting change to their communities.
