Buliisa District — The Resident District Commissioner (RDC) for Kikuube District, Mr. Godwin Kasigwa Angalia, has called upon the people of Buliisa District to embrace Uganda’s Wealth Creation Program as a key step toward eliminating household poverty and promoting sustainable development.
Speaking to Biiso FM journalists on Saturday evening from his four-acre model farm located at his residence in Kampala B Cell, Biiso Town Council, Mr. Angalia underscored the link between poverty and social instability, emphasizing that empowering families economically is one of the surest ways to combat extremism and build lasting peace.
“Poverty remains a key driver of extremism. When families are economically stable, society becomes more secure. I urge every household to actively participate in Uganda’s money economy,” Mr. Angalia said.
Promoting the Four-Acre Model
The RDC highlighted President Yoweri Museveni’s Four-Acre Model, a government-endorsed approach encouraging Ugandans to productively utilize small pieces of land to generate multiple income streams.
He noted that even with limited land, families can create wealth through diversification and proper enterprise selection.
“You don’t need hundreds of acres to become successful,” he explained. “What matters is planning, discipline, and putting every acre to work for you.”
Leading by Example
While showcasing his farm to journalists, Mr. Angalia demonstrated how the model can be practically implemented. On his four acres, he has established multiple enterprises, including:

Fruit and coffee plantations

Banana gardens

Livestock and poultry rearing

Food crop production
Each of these ventures, he said, provides a steady income stream that contributes to the welfare of his family and serves as a model for others to replicate.
Investing from Within
The RDC also urged salaried workers and local business people to invest part of their monthly earnings—no matter how small—into productive ventures that can generate long-term returns.
“Even with a modest salary, you can start small. The key is to begin and stay consistent. Every family can move from poverty to prosperity if we all adopt a mindset of enterprise,” he advised.
A Call to Action
Mr. Angalia’s message to the people of Buliisa was clear: wealth creation starts at home. He encouraged communities to take advantage of government programs under the Parish Development Model (PDM), Emyooga and Operation Wealth Creation (OWC) to access agricultural inputs, technical guidance, and financial support.
“We must stop looking at farming as a survival activity and start treating it as a business,” he emphasized. “When we do that, poverty will be history in Buliisa.”
He highlighted the NRM’s core value of Security, Peace and Economic empowerment .
