Buliisa District — In just his first term in Parliament, Hon. Atugonza Allan, the Buliisa County Member of Parliament, has emerged as one of the most results-oriented legislators, fulfilling an impressive 90% of his manifesto promises. His leadership has been characterized by visible community transformation, social support, and strong advocacy for unity and development across the constituency.
From the onset of his term in 2021, Hon. Atugonza demonstrated his commitment to service delivery. True to his campaign pledge, he purchased an ambulance within the first 90 days of taking office a promise he made to ensure timely emergency response and better health service delivery for the people of Buliisa.

Health remains one of his key focus areas. He bought and installed an air conditioner at the Buliisa General Hospital theatre, which had remained closed for a long time due to the lack of such a facility. This single intervention restored operations in the theatre, saving many lives. In addition, he donated a maternity bed to Bugoigo Health Centre II, ending the painful ordeal of expectant mothers who were previously giving birth on benches due to lack of proper facilities.

Water access has also improved under his leadership. Hon. Allan has rehabilitated and constructed water sources in several communities, including Bukumi in Nyamasoga Parish and Kahemura in Biiso Town Council, among others. These projects have brought clean and safe water closer to the people, improving hygiene and reducing the burden on women and children who used to walk long distances in search of water.
Beyond infrastructure, Hon. Atugonza has shown a strong sense of inclusivity by supporting churches of all denominations, mosques, savings groups, and community-based organizations. His humanitarian heart is evident in his continued support to the sick, women, and youth, especially Boda Boda riders and savings groups.
Through his effective lobbying skills, Hon. Atugonza successfully secured Shs 20 million for Boda Boda groups and another Shs 20 million for women groups from President Yoweri Kaguta Museveni during the President’s PDM tour in Sonsio — a gesture that has greatly boosted local enterprises and empowered community livelihoods.
In addition, Hon. Allan, together with Hon. Norah Bigirwa, recently donated 100 T-shirts in support of the Patriotic League of Uganda (PLU), showing his dedication to patriotism, unity, and national causes.
Through their joint efforts and united leadership, Hon. Atugonza, Hon. Bigirwa, and the Buliisa District LC5 Chairperson, Mr. Fred Lukumu, pushed for the installation of electric fencing to eliminate human-wildlife conflict in the district.

Above all, Hon. Atugonza Allan has consistently preached unity, peace, and community participation in government programs, encouraging residents to take advantage of development initiatives for self-reliance and progress.
As the 2026 elections draw closer, Hon. Atugonza remains committed to deepening his service, promising to continue supporting the people of Buliisa with even greater zeal. His record speaks volumes a man of action, compassion, and unwavering dedication to his constituency. Hon. Atugonza is the first member of Parliament in History to purchase Ambulance in Buliisa District.
