Hoima, Uganda – Hoima West City Division has laid its budget for the financial year 2026-2027, citing poor performance in the previous year due to political campaigns and revenue disruptions.
According to the Secretary for Finance, Jimex Businge, presented the budget, acknowledging that the division underperformed in the last financial year, collecting less than 35% of the estimated 1.9 billion shillings.

Businge urged councilors to increase efforts to boost local revenue, emphasizing the need for development.
The laid budget has been cut, aiming to help Hoima West achieve its goals despite revenue constraints.
Deputy Speaker, Kiiza Agnes Jolly, attributed the budget cut to poor performance and the removal of property tax to the city, reducing revenue sources.

Meanwhile Councilor Sekyanzi Ismael supported the budget cut, citing lack of sensitization as a factor in low revenue collection.

However, outgoing Councilor Kirya George disagreed, stating the budget wouldn’t favor locals and would burden incoming leadership, he vowed not to sideline in the same direction with this laid budget.
