Local business owners in Biiso Town Council, Buliisa District, are accusing utility workers of demanding illegal payments for electricity repairs services that are supposed to be free.
In interviews conducted this evening, several residents who requested anonymity claimed that some linemen and pole climbers were asking for hefty sums before fixing electrical faults. According to the Uganda Electricity Distribution Company Limited (UDCEL) policy, such repairs should be provided at no cost to customers.
When contacted, Asuman Mabanda, the UDCEL Area Manager for Buliisa, acknowledged the complaints but argued that some customers are bypassing official reporting procedures and turning to unauthorized individuals.

Mabanda emphasized that no client is expected to pay for any repair services related to faults, as these are fully covered by the company. He urged residents to report all issues directly to UDCEL offices or authorized personnel to avoid exploitation.
The utility company has warned it will take action against any workers found soliciting money from the public.
