At least 27 major road and bridge projects across Uganda have either been suspended or significantly delayed due to a serious government funding shortfall.
The revelation was made by Minister of Works and Transport, Gen. Edward Katumba Wamala, during a statement to Parliament on the current state of the country’s roads.
Gen. Katumba cited delayed payments and unresolved land acquisition issues as major setbacks affecting key projects, including the Masindi–Biiso and Kabale–Kiziranfumbi oil roads, the Kampala–Mpigi Expressway, and the Kampala–Jinja Highway.
The core issue, he said, is the government’s failure to provide timely counterpart funding, which has stalled progress across multiple sites.
For the 2025/2026 financial year, the Ministry required Shs 3.153 trillion to fund ongoing works—but only Shs 682 billion was availed, leaving a massive gap of Shs 2.472 trillion.
The delays are expected to impact economic activity and key sectors that depend on improved infrastructure.
