Security agencies have arrested a man posing as a senior UPDF officer under the alias “General Isa,” accusing him of defrauding foreign investors out of billions of shillings.
The arrest was confirmed by Lt. Col. Chris Magezi, Military Assistant to the Chief of Defence Forces, who described the suspect as a “notorious conman.” He is set to face prosecution in court.
Authorities say the suspect lured multiple investors mainly from China, India, and the UAE by promising them access to lucrative military contracts and land through supposed army connections.
The Uganda Police 2024 Annual Crime Report revealed a worrying rise in fraud cases, with 13,220 incidents of obtaining money by false pretences recorded last year an 18% increase from 2023. Many of these cases involved people impersonating government or security officials, especially in Kampala, Wakiso, and Mukono.
The UPDF has strongly distanced itself from the suspect, emphasizing that he has no ties to the army, and is urging the public to report anyone falsely claiming connections to the military.
